Issue with vanilla water bottles on dedicated server 1.21.1

For some reason vanilla water bottles aren't applying any of the debuffs, it always treats it as if it's purified, giving no debuffs for dirty, slightly dirty, or acceptable. There is also an issue where I cannot put water bottles into a furnace or campfire, or any other purification method. Cold sweat waterskins and the terracotta bowl work perfectly fine, it is only the water bottle giving me troubles. Everything works perfectly in singleplayer it's only on a dedicated server where these issues are arising.
