Pass slab type as a generic parameter to UmaKeg to eliminate UMA_ZONE_REFCNT

So we don't need to check `UMA_ZONE_REFCNT` and cast a pointer. We need https://github.com/rust-lang/rust/pull/139673 before we can implement this.
