Background Music Scrambles All Audio

But now it happens every time I try to use BGM. I used Youtube in my screen recording but same thing happens regardless of which application is making the noise, whether streaming online or playing a local file, uninstall/reinstall Background Music, etc. I've tried all the troubleshooting I can think of and come up empty.
