SwinEncoder pos_drop fix and additional config options

- use a different method to perform a random dropout of .pos_drop method is not longer available - pick "accelerator" and "devices" option from a configuration file - retain the same code behaviour if above 2 options are not set - added a yaml file to use in case of CPU based training
