[BUG] Allays do not spawn

**Describe the bug** Allays do not spawn within the Pillager Outpost structures. While Iron Golems and Ravagers generate correctly in their respective cages, the cages intended for Allays remain completely empty. This issue is specific to CTOV structures; vanilla Minecraft Pillager Outposts spawn Allays as expected. **To Reproduce** Steps to reproduce the behaviour: 1. Use the /locate or/place command to find a ctov outpost. 2.
