Disable tips

### Problem Statement `sentry issue view` currently includes a `Tip: ` output. I'd like to have a way to disable that because it's additional information to read and ignore. Note: I'm currently on 0.42.2 from homebrew, which does look to be the wrong repository... ### Solution Brainstorm Could be via a CLI flag or an environment variable
