Add BT support for RTL8851BE BT module

I have a PC with PRIME B650M-A AX6 II motherboard, which uses RTL8851BE for WiFi and BT. By default BT starts up but doesn't show any devices when you try to pair. Adding the device id in block list, fixes that. I've got the idea from https://github.com/ublue-os/bazzite/issues/3051, although their patch is for Ubuntu and is not directly compatible with neither mainline kernel, nor CachyOS. Tested locally by rebuilding cachyOS 6.18.2-3 with proposed changes applied. P.S.: I'm not experienced with github, so I've created this pull request in web view for simplicity.
