Bug template is outdated

This issue tracker is only for bugs specific to the open kernel driver. - [ ] I confirm that this does not happen with the proprietary driver package. AFAIK the closed source driver has long been deprecated for all GPUs starting with the RTX 20 series. Please remove as it makes no sense any more.
