Biome transitions generate without their corresponding biome

**Description of the Bug Encountered**
Biome transitions generate without their corresponding biome (e. g. Stone biome transitions without any Stone biomes surrounding them). This has been tested in a 26.1.2 and a 26.2-Snapshot-5 instance, both having the same issue. Disabling the biome transitions or the biome mixin fixes this issue.
**Steps To Reproduce**
1. Use the default Wilder Wild config
2. Create a new world with the seed `558267859729353282` and teleport to `/tp @a -1777 84 185`
3. See that there is a Stone biome transition that's completely surrounded by a Forest biome
4. Now close the game and disable either the biome transitions or the biome mixin in Wilder Wild's config
5. Start the game, generate a new world with the same seed and teleport to the same location
6. See that the Stone biome transition is now gone
**Expected Behavior**
Biome transitions should always connect to a corresponding biome. Maybe this is happening, because the biome transition also accounts for caves?
