Moving a floating window to a tiled workspace

I sometimes use floating windows for quick notes. Moving floating windows to a different tiled workspace tiles the windows. When I float a window I do it with purpose, every time i move that window to a different workspace i need to float it again. Floating windows moved to a tiled workspace should remain floating. I would argue there is not such thing as a pure tiling workspace in Cosmic. There the floating workspace and the hybrid tiling/floating workspace. Once a window is explicitly floated it should and can remain floating between any workspace moves until it's explicitly tiled. This might be considered an alternative to the above request of moving floating windows to tiled workspaces as a more general rule that achieves the same goal.
