Relays refuse to reconnect after initial connect fails

This appears to be a new regression. A damus user shared this screenshot with me. I was able to reproduce a scenario where if the phone has poor connectivity and fails to connect initially, then on subsequent ping reconnects it will just say "Ping failed" instead of trying to reconnect.
