Investigate replacing json patches with OpenAPI Overlays

https://www.openapis.org/blog/2024/10/22/announcing-overlay-specification I don't see a huge benefit in this, especially since we'd need to change tooling and jsonpatch has been working just fine. Still could be something interesting in the future.
