Don't autoplay videos on cellular data

(Use https://lemmy.ml/c/jerboa for that) ### Describe The Feature Request Below I just saw that after #1922 was added videos started playing automatically and a drastic increase in cellular data usage as result. It would be nice to have it not play automatically and require clicking play when using cellular data to prevent quickly going through your limit.
