bug: Enabling core Northstar mods shows a warning message

**Describe the bug** When **enabling** one of the core Northstar mods, a warning message is shown **To Reproduce** Steps to reproduce the behavior: 0. Make sure that at least one core Northstar mod is disabled 1. Go to Mods section 2. Toggle the switch on a core Northstar mod that is disabled  **Expected behavior** While a warning should be shown for **disabling** core Northstar mods, it should not be shown for **enabling** them as in general enabling a core Northstar mod should not have negative effects etc (exception is maybe the incomplete `Northstar.Coop` but that one is not shipped by default anyway) **Screenshots** _See above_ **Version:** `v1.12.1` **Additional Info** _None_
