docs: dependency-check OSS Index change

Also: - fixed minor typos and stale references where I noticed them. - make heading levels consistent. - get rid of unneeded "How it Works". - try to reduce heading depth somewhat so new headings visually pop more. - reordered sections/content for comprehension/clarity Other rewording/cleanup/changes/fixes/refreshes.
