[Tensorflow] Fix potential vulnerable cloned function

Hi Development Team, I identified potential vulnerability in a clone function ExpandTensorDim() in `tensorflow/lite/kernels/expand_dims.cc` sourced from [tensorflow/tensorflow](https://github.com/tensorflow/tensorflow). This issue, originally reported in [CVE-2021-37685](https://nvd.nist.gov/vuln/detail/https://github.com/advisories/CVE-2021-37685), was resolved in the repository via this commit https://github.com/tensorflow/tensorflow/commit/d94ffe08a65400f898241c0374e9edc6fa8ed257.
