Parasite Eve (USA) Missing Transparency with Pterodactyl blue breath attack impact

Playing on the latest stable 20240922, using an unmodded verified USA Redump set with no unsafe options checked and video filters off just incase, the Pterodactyl blue breath attack lacks transparency for impact effects leaving just large black boxes. There was a seperate report of this many many months ago in the discord server, but I don't believe anyone was able to reproduce, and it was possibly chalked up to being a spanish language modded version causing an issue. I have provided a save state where I have had a separate independent reproduction of the issue from it. To recreate: 1. Load Parasite Eve USA Disc 2 2. Load Save State 1 3. Walk down a few steps to trigger a battle 4. If not a flying Pterodactyl (as seen in attached image) reload save state and try again. 5. Run around until enemy uses a blue breath attack.
