Kmod support for RHEL 9.8 and 10.2

Filling out the following template will help other contributors better understand your proposed feature. --> ### Describe the feature you would like to see added to OpenZFS I am requesting compatible kmod packages for RHEL 9.8 and 10.2, which were just recently released. <!-- Provide a clear and concise description of the feature. --> ### How will this feature improve OpenZFS? Ease of upgrades over the dkms packages. <!-- What problem does this feature solve? --> ### Additional context The kmod-zfs package is not compatible because it forces the kernel to downgrade back to the RHEL 9.7 kernel version. I had to switch to using the dkms packages in order to bring my zpool back online. I really wish the kmod packages would work across minor version bumps. <!-- Any additional information you can add about the proposal? -->
