App should quit when its last window is closed (macOS)

### Description On macOS, Actions remains open even after the main and all Global Variables windows are closed. We then have to go to the Menu Bar ⭢ Window ⭢ Actions to reopen the main window. Clicking the App’s icon in the Dock does nothing. Since Actions isn’t a document-based app, would it make more sense to Quit the app entirely after its last window is closed? Alternatively, clicking the app’s Dock icon could reopen the main window if there are no active windows. This seems to be the behavior of most apps that remain open even after all their windows have been closed.
