Model Soil Temperature Pain

While it has been cold, the recent "county" daily soil temperature maps have been extreme.

Many horrific things happening here, including horrible NAM/GFS and even HRRR analyses blowing out good ISUSM observations and causing those to get wildly "quality controlled" to the bad model data.
1. Presently, the hourly HRRR analysis is going into IEMRE verbatim and then going into the daily IEMRE analysis, which then creates the horrible QC'd values of the ISUSM.
2. The ERA5Land data looks much more reasonable, but I currently have no reprocessing of this and this never comes back to help better QC the ISUSM. This data is also seven days delayed, so can't be used in realtime.
3. This all is horrible and undocumented hackery,
Issue TODO (will edit to add stuff):
- [ ] Add hourly/daily reprocessing that captures the ERA5Land updates.
- [ ] Find a more reasonable source
- [ ] Prevent horrible model failures from corrupting ISUSM QC.
