Compute HADS hourly precip

For many moons, the IEM has had tooling that attempts to properly compute "hourly" **cough** precipitation from the ASOS/METAR sites and a simple [download option](https://mesonet.agron.iastate.edu/request/asos/hourlyprecip.phtml) is provided. It would likely help the community if this was done for the DCP/HADS sites as well. Additionally, the current `scripts/hads/compute_hads_pday.py` script could be improved to cover more SHEF data possibilities instead of requiring `PPH`. So our TODO - [ ] Add cron script to compute precip hour - [ ] Add DCP sites to the download page and place it with a more representative location - [ ] Improve the pday script to attempt to use this new hourly data as well.
