[Bug]: License changes from CC-BY-SA 4.0 to CC-BY-SA 3.0 after upload of photo via Commons android App

### Summary During upload of a photo, CC-BY-SA 4.0 was chosen from the given list. But after upload, the license changed to CC-BY-SA 3.0. This is same for all the photos uploaded via Commons app in android. ### Steps to reproduce - Upload a photo via Commons Android app. - Select license CC-BY-SA 4.0 - Check license of uploaded photo.
