[BUG] Unable to fully shut down or restart since 7.1 kernel with AMD GPU and multiple displays

I am not using BTRFS, so while the symptoms may seem the same, I feel this is a different issue from https://github.com/CachyOS/linux-cachyos/issues/895 ### Steps to reproduce 1. With an AMD GPU (happens with both iGPU and descrete), plug in multiple displays 2. Shut down or reboot the computer 3. Notice the shutdown starts, but never fully completes. Screen(s) will be blank, but fans will still be running as well as connected USB devices still powered up. ### Expected behavior The system should be able to properly reboot and shut down, able to fully power off the system. ### Actual behavior The system is stuck in a state where the screens are blank and completely unresponsive to any keyboard input. Fans are still running along with connected USB devices. Keyboard, mouse, microphone, DAC, etc will still be powered on and lit up. I have to use the physical power or reset buttons to get past it. It will otherwise remain in this state for a really long time. I've let it sit for ~8 hours and it never shut down. This issue happens almost every time, but not every time.
