** 'kill-all-local-variables' can now kill all local variables.

If given the new optional KILL-PERMANENT argument, it also kills permanent local variables. (Support for the KILL-PERMANENT argument is needed by `work-buffer--release` in compat-31.el. Port `kill-all-local-variables` back as an :extended defun.)
