fix: use esm.sh for PR preview instead of surge.sh

Make the pr playground reliable, in fact, the pr playground fail many times and it is not reliable to test the new fix/feature. fixed that by using esm.sh instead of the surge url. Have tested through pr: https://github.com/element-plus/element-plus/pull/23668 (`https://localhost:5173/?pr=23668`) It is working properly now.
