Clean up triager team

Some folks in the @nodejs/issue-triage are no longer active in the project, I suggest we clean up that team. @nodejs/issue-triage please chime in if you'd like to stay on the team, otherwise you'll be removed (you can ask to be re-onboarded if you missed the notification). Adding to the TSC agenda for visibility.
