Add header section to the masonry layout

### Describe the issue you are experiencing
Is it possible to add the header section to the masonry layout, similar to how it works with the sections layout. You can get some of the same functionality by adding badges to the top of the masonry layout, but you can't do things like change the alignment or have the badges scroll instead of wrap.
### Describe the behavior you expected
If the header section was available I could set the badges to scroll like my other layouts and have a uniform header section across all of my dashboards.
### Steps to reproduce the issue
1. Edit a dashboard
1. Click the + to add a view
1. Choose the Masonry layout
The top of the new view has a place to add badges, but it's not in a header section where you can change the layout and other settings.
