[os-OPNWAF] Set SecStatusEngine Off in line with modsecurity.conf-recommended

**Describe the bug**
The error log shows "[security2:notice] [pid 87872:tid ModSecurity: StatusEngine call failed. Query: xxx.123.status.modsecurity.org"
**To Reproduce**
Steps to reproduce the behavior:
1. Start/Restart OPNWAF
2. See error
**Expected behavior**
No attempts of OPNWAF to send status information as the receiver no longer exists.
