[Windows] Upgrade to WiX 5.0

WiX 4.0 is going out of support. The project should upgrade to WiX 5.0. As part of the upgrade, we can take advantage of at least the following new features: - [ ] Migrate to [naked files](https://wixtoolset.org/docs/fivefour/#naked-files) to avoid superfluous `<Component>`’s for each `<File>` - [ ] Migrate to `<Files>`-based [harvesting](https://wixtoolset.org/docs/fivefour/#file-harvesting) instead of using Heat
