Update owners of `roblox` scope

We're planning to start publishing some first-party packages to the `roblox` scope on Wally. This PR: - Removes current non-Roblox employees from the scope (@magnalite and @Corecii) - Adds @grilme99, @nicell, @BitwiseAndrea, @aportner, and @dphfox as owners of the scope
