Discrepancy between stated emissions of Solar PV

During my most recent play session, I encountered a bug with the "Solar PV" electricity generation card and the Total Emissions list. At my point in the play session, the Electricity card shows a top face value of 4.8 gigatonnes of greenhouse gas emissions. When I go into the global total emissions list, I see that Solar PV is listed as making 1.2 gigatonnes of emissions. That is a 4x difference, depending on where I look. I had not changed the percentage of total energy production composed of Solar PV during the session I noticed this bug. I know that I had previously researched the "Next-Gen Solar PV" technology.
