Fake fullscreen behavior w/out Status bar
**Describe the bug**
Fake fullscreen should behave like a borderless window.
However if you remove the Status bar, it behaves like true fullscreen.
This has an effect if Vsync will affect Ares or not.
Tested with OGL 3.2 and Windows 10.
**To Reproduce**
With VRR and Gsync/Freesync indicator, go into fake fullscreen, the indicator should indicate that VRR isn't applied.
Now disable Status bar, go into fake fullscreen, and VRR is applied.
I've had Gsync set to apply to even windowed apps, unknown if that is a needed step.
Without VRR, you can test that with RTSS FCAT lines (or simply observe your screen for tearing), you will get tearing if Status bar is disabled when you enter fake fullscreen.
**Expected behavior**
Modern Vsync handling, at least in Win10's DWM, can be done with windows, borderless windows, and true fullscreen.
All of these modes should allow user to toggle Vsync on/off, and Status bar should never affect Vsync behavior.
