Bug: "Social connection not enabled" error when linking new social account in /account/security (v1.39.0)

### Describe the bug
**Description:**
After upgrading to v1.39.0, I tried to use the new account management feature to link a new social identity. However, I encountered an error: "Something went wrong This social sign-in method is not enabled. Please contact your administrator for assistance.", even though the connector is properly configured and enabled in the Admin Console.
### Expected behavior
Expected: > Users should be able to link any social identity that is currently enabled in the system.
### How to reproduce?
**Steps to Reproduce:**
- Ensure a social connector (e.g., GitHub) is enabled in Logto Admin Console.
- Go to the user account security page (/account/security).
- Click to add/link the social account.
- The error message pops up immediately or during the callback.
