Add `linux-loongarch64` support

Can be done with Zig 0.14.0. Note: `TargetLibraryVersion` needs to be set to `2.36` for this when targeting glibc. Blocked on: * [ ] https://github.com/vezel-dev/zig-toolsets/issues/71
