Added local.config

I added the local.config which enables pushing results to our GCS bucket. I also increased memory for Sratools-prefetch to 200 GB. You can include the local.config file in your nextflow/fetchngs run with the following command: nextflow run nf-core/fetchngs -profile docker --input <SRR>.csv --download_method sratools -c local.config
