Camera defaults to enabled in video calls despite UI defaulting to disabled

### Describe the bug When selecting a video call room, the camera icon will be set as disabled, but when joining it'll enable. Toggling the camera twice prior to joining fixes this. ### Reproduction Go to a video room Check that the camera button is set to disabled Join or create a call ### Expected behavior Camera should default to disabled ### Platform and versions ```shell CachyOS Firefox & Chrome v4.11.1 matrix.org ``` ### Additional context _No response_
