`nodeModulesDir: manual` takes no effect

Due to https://github.com/denoland/deploy_feedback/issues/802#issuecomment-2800018636 I'm using `nodeModulesDir: manual` mode with `yarn install` for creating `node_modles` structure, it works fine without `deno install` on local development, but I'm still meeting this error when using this action, see https://github.com/devno-js/deeplx/actions/runs/14432033488/job/40467971038#step:6:27
