24 MHz reference clock support

The toolhead of the ELEGOO Centauri Carbon uses a 24 MHz reference clock which isn't yet supported by katapult. Would be cool to get this added so I don't have to open the toolhead on every Klipper upgrade that requires a MCU reflash.
