Would websites representing the JS projects themselves be considered valid?

I have a project, [Sine](https://github.com/CosmoCreeper/Sine), and when I get around to it, I have plans to try to get a site for it hosted here. My only concern/question is whether or not I would be able to host the website, containing content, but not any functionality, here. I plan to make the website with content including what the project is about, a list of the working and existing mods, and a documentation portion showing how to install the project (which in the future will expand to more documentation), but I'm not sure if js.org submissions must be websites with direct functionality themselves or if they can simply be a website representing the underlying project. My project is allowing custom JavaScript and CSS to be managed and installed to customize the functionality of your Firefox-based browser so I believe that falls under the "direct connection with JavaScript" category right? Apologies if I've misunderstood things. Side note: If I end up hosting the site at https://github.com/sineorg/site, would I still be able to get https://sine.js.org? (assuming that my use case would be valid in the first place) Thanks for your support in advance!
