Adding diagnostics for momentum/tracer budgets

It seems like it would be of broad use to have diagnostics for the momentum, and tracer, budgets. As I understand it this would likely be a fairly straightforward variant of the (more complex) diagnostics you already have for TKE and tracer variance budgets. Documenting this suggestion here as per our offline conversation :)
