Support ImageDigestMirrorSet with hcp command line

When using the `oc-mirror` plugin v2 (v1 is deprecated as of [OCP version 4.18](https://docs.redhat.com/en/documentation/openshift_container_platform/4.19/html-single/release_notes/index#ocp-4-19-deprecated-removed-features_release-notes)), an ImageDigestMirrorSet (IDMS) is created and not an ImageContentSourcePolicy. It would be nice for the HCP command to support using the IDMS natively and not requiring the user to convert it to the deprecated ICSP.
