Up dependency on ProgressMeter from v1.10.2 to the latest

ProgressMeter v1.10.2 does not work with the latest IJulia, it yields `UndefVarError: stdio_bytes not defined in IJulia`. Is there a reason to keep the cap on the ProgressMeter version? That was fixed in ProgressMeter 1.11 https://github.com/timholy/ProgressMeter.jl/releases I will put a proper bug report sometime later, but if it is obvious how and easy to fix, would be nice.
