Device command classes and parameters configuration not available after pairing.

Hi guys, I am trying to add Z wave IR controller from vendor confio technologies. I notice that the device provides battery and temperature values. But the device does not provide command classes and parameter configuration options as the vendor mentioned in the quick start guide. Since, I cant find these parameter options I am unable to use this device as an IR repeater. I have attached the debug logs for your reference. Please have a look and guide me. Device is an S2 security device but we have paired it as an unsecured device because DSK pin is not available with us.
