Add metadata parameter to the Offline CLI

When using the included offline CLI tool, it would be great to be able to add metadata data, that would be then read by the Android/iOS part, in the OfflineRegion object (this part already handles it). See https://github.com/maplibre/flutter-maplibre-gl/issues/865
