duplicate labels

what's the difference between https://github.com/openstreetmap/id-tagging-schema/labels/build and https://github.com/openstreetmap/id-tagging-schema/labels/javascript - was this my mistake while transfering issues? i presume https://github.com/openstreetmap/id-tagging-schema/labels/json-schema means `schema/*.json` was modified, and https://github.com/openstreetmap/id-tagging-schema/labels/javascript means `*.ts`/`*.js` was modified. so we don't need https://github.com/openstreetmap/id-tagging-schema/labels/build?
