Enable loading https endpoints with URLSession

This PR adds `swift-android-foundation-cacerts.patch`, which was also filed at https://github.com/swiftlang/swift-corelibs-foundation/pull/5163. Building with this patch will enable https sites to work out-of-the-box on Android.
