feat(ui): text for navigation tabs

**Is your feature request related to a problem? Please describe.** The "Use tabs for UI navigation" option only shows text under the currently active tab. This makes it difficult to navigate. **Describe the solution you'd like** I would like to see text shown under all tabs (or an option to enable this). **Describe alternatives you've considered** Tooltips would be a viable alternative (or good complement where the option to show text under tabs is not enabled). **Additional context** I have been using the sidebar instead of tabs for as long as I have been using Z-Wave JS UI, and the primary reason for this is so that I don't have to guess/remember what the icons mean. I can continue to do that, but this seems like a friendlier alternative, especially with Z-Wave JS UI being included in the v1.0.0 version of the Z-Wave JS HomeAssistant App.
