[CUDA] Include <cuda.h>

Add `#include <cuda.h>`. With this change, the CUDA model can also be compiled with `acpp --acpp-pcuda --acpp-pcuda-chevron-launch`. (CMake infrastructure for PCUDA is not yet in this PR, but miniBUDE is also easy enough to compile without cmake)
