Allow buffer-backed external storage

## Summary - extend `Store` enum to `ExternalStore` for path or `Data` backing - rename openStore parameter to `externalStore` - adjust tests for new parameter ## Testing - `bazel test //test:nnc --test_output=errors` *(fails: could not download Bazel)*
