Enable CompatHelper again

CompatHelper has been [disabled because of inactivity](https://github.com/jlchan/StartUpDG.jl/actions), which means the compat bound for Triangulate.jl is not updated. Could you please enable CompatHelper again, such that we can get the CompatHelper PRs again to allow for newer Triangulate.jl versions?
